I'm guessing this is faked in some way, otherwise it would be too dangerous, but it's cleverly done and "hot" in more than one way.
I bet that fire isn't really right underneath him. Either it's a smaller fire than it appears, in the foreground but angled so it looks as though it's right underneath the prisoner, or alternatively the picture has been photoshopped (which looks more likely to me with the way the fire seems to be curling around those poles), combining one picture of the prisoner without the fire with another picture where the prisoner has been released before the fire was lit.
Regardless, it's a cleverly done and emotive scene.
Sometimes the element of danger is what can make a scene that much more exciting providing that proper care and precautions are taken. I could totally imagine how this photo could be done, no photoshop necessary.
